What are the permission to be taken to start goat farming in Nimmanapalli Village.

To start poultry what are the permissions we have to take. Our land is 1/2 kilometer from nimmanapalli village. We have enquired in panchayath office they were telling we have to pay nearly 1.5 lakh per plan approval. and to get power current permission again 50000 we need to invest. Please give me details on this.
