Tapioca commonly available in Tamil Nadu Salem area. Part used for planting is stem cutting. You try to get through known contacts or you make a visit and know the technology and take planting material.
 

I recently found it a challenge to get enough to cover 6 acres of land. You could look for this in and around Kerala.

If you can say how many acres of land needs to be planted I may be able to give you some information
