Role of Government in Indian Agriculture

I would only like to say that government is the main source to main thing, on which every policy revolves. With their policies if they pay more attention to agriculture sector, which is indeed the need of the farmer, we have a huge population to be fed. And agriculture is the only means by which we can do it. That can be used to feed the mouth of so many people. So government should pay little more attention to agriculture sector and help the farmers to go for more mechanization, give them proper subsidies and whatever they need to do for farm mechanization. These days not many people like to work in the field, there is shortage of labors in the field. Now they switch to mechanization, like I have seen one machine called paddy transplanter, this machine in south is doing good but in north it could not pick up, only because government did not promote it. Whenever there is paddy sowing there is shortage of labours. This is the main thing that government should pay little attention and everything revolves around their policies. They should promote farmers and help them to take care of the produce they are collecting, lot of grains are lying rotten in the FCI godown. As far as the utilization of the food grains that a farmer produce and that is the main reason due to which they could not get good price, because whenever the produces is produced, government has no means to store that produce. And similarly there is shortage in the marketing of the food products and food grains. If there proper marketing and food processing of the products, we can do a lot in feeding the huge population as well as increase the income of farmer. If farmers are richer the whole industry will be rich, because they are the major part of our economy and all the economy depends on them.

We have introduced micro irrigations and sprinkler irrigation system in our field through government subsidies. I want to know the same for Shade net/ green house or cold storage and NABARD support for farmers.

I think the Indian government is doing a wonderful job, that is policy framing and providing support for those policies. Our scientists are also doing a good job. the amount of information that is made available to farmers in India is great compared to many other nations. The only hitch here is, and I do not know who is responsible for this, our per acre yield has been very low in main crops like rice wheat and maize. We are very slow in looking out of the country and adopting foreign technology. Perhaps it is our self pride which percolates into all the government departments that we watch even tiny countries like Bangladesh and Srilanka produce three times more than what we produce per acre. SRI method for rice was invented by a jesuit priest in Madagascar, many years ago. These priests are not paid for this type or any other type of job. But our scientists who are paid handsomely could not think out of the box, and try to increase the crop even while the rest of the world was ahead of us. Similar situation has been prevailing in many other crops. Even our larger farmers have traditionally been naive entrepreneurs. Small farmers are not in a position of taking risks. But now the situation is changing, and our people, agri scientists and officers are living upto their responsibilities. Though there is scope for increasing their part of activity. ie. making good quality seeds available in remote places. For instance, if a farmer wants to try basmati rice in south, fetching seeds is the first nightmare, and then processing. Instead of forcing people live on the lowest quality rice, why should good quality rice seed be not made an option for people in certain large areas.
Apart from this, the financial assistance program for cold storage, for machinery etc, i feel is too liberal, and good.
In conclusion, Govt's role in agriculture must not be reduced. It is good as it is.

See, given the sheer size and importance of agriculture in the context of Indian Economy, I don't think that the role of Govt. should be reduced in the coming few years. Instead there should be a positive role evolution wherein the Govt. facilitates and encourages Private Players to contribute / participate in Food Processing Sector through Private or Public Private Partnership Modes of which the Mega Food Park Model is a very good example.

Free electricity should be banned. Indian agriculture should be streamlined well by teaching farmers. I think Indian government is not taking necessary steps to enrich farmers’ life.

More than reducing or increasing government role, I feel it is time for government to bring about polices which will encourage private companies to move into agriculture. Many Private Public Participation schemes need to be introduced with good governance and monitoring. This will ensure completion and delivery of the project. We can’t move the ship in a day but change course will take its own time.

Yes, we have got subsidy for agriculture and plant tissue culture laboratory and crops. You have to increase your role. The overall agriculture GDP is very less.

Definitely increase the government role to help farmers. In the industrial sectors the big govern the government for their needs. But the farmers are not supported by anyone or even if they are in a low profile.

Self-sufficiency is essential to ensure our future generation is fed well. We have nearly 4000 lakhs acres of cultivable land which is second largest in the world. 2000 odd lakhs acres out of that is irrigated and largest in the world and we are the second largest producers of vegetables in the world. So threat is not the availability of the fertile land but current tendency to go away from agriculture and converting the land for other proposes. Lack of direct access to market place, involvement of the middle man and lack of man power due to the younger generation choosing other professions for better income is making life miserable for our marginal & small farmers. There is a need to create new generation farmers by building up confidence in profitable agriculture to stop this brain drain and keep our small & marginal farmers in business. The country requires lot of investment from the private sector to improve agriculture production and post-harvest management related business to build that confidence and improve the current situation. This requires the government’s support in abandon to establish. So the government has the greater role to play in maintaining the balance of the system and evolve & implement policies in the right time to improve the health of the sector to ensure our future generation doesn’t go hungry.
 

Role of Govt In agriculture is very crucial special for a country where 60-70 % public is dependent on agriculture and Agriculture contribute a big she in GDP. If we go back 50-60 years when before Independence where there was only role of govt was collection of taxes from the farmers and businessman.

The British govt started to invest in agriculture in the form of Research and irrigation system development. The British govt started to develop the Canal system and opening the college for formal agriculture education and processing industry.

I would like to say that this was a direct loss for India that at the time of mechanization and scientific cultivation of crops. we were not having the technical expertise in agriculture sector.

After the independence food was the major problem for India.

Our government was not having any answer for this problem. We were totally dependent on the foreign import for the food.

Teh food was serious problem Our prime Minister Mr Lala Bahadur Sashtri concentrated on agriculture problem and gave emphasis on the production of food crops. The govt started to invest in agriculture in many forms like Import of the technologies, development of agriculture research and education.

My request to the agriculture related officials of the government is to voluntarily take interest to help farmers and help INDIA.

Role of govt is very critical in agriculture . This is very important.

First Govt has role in policy formation
Govt has role in budget allocation
govt has role in financing and funding.
Govt has role in promotion of business
govt has role in development of infrastructure
Govt has role in development of Research institutes
Govt has role in development of infrastructure in education.
Govt has role in export import policy
Govt has role in manpower development.
Govt has direct and indirect role in development of agriculture in India.

The Government Role cannot be denied in the Agri Sector - see what other countries do for protection of their farmers - see what US does, what UK does ... in comparison Indian Government is doing just lip service. Getting subsidies is not a Farmer's requirement ... he requires awareness about - what to produce - about how to produce and more importantly - for whom to produce. The Government should focus on these.

Govt must provide subsidy only to the underdeveloped part of agriculture. instead of distributing the small amount of subsidy govt must work intensively only on specific fields. after their development govt should migrate to another sector.
 

Mr. Debasis Nag, Director, National Institute of Research on Jute and Allied Fiber Technology,says-

Government has to play a key role in developing organic agricultural production and enhancing marketing opportunities. Towards this there is a need to have policy framework to address greening agriculture in India. Policy change in favor of organic agriculture can make positive difference for changing the market condition in terms of encouraging production of bio-inputs, which in turn can propel changes in cropping pattern in favor of organic practices. Currently the attention given both in terms of policy framework and institutional dynamics towards organic agriculture is only marginal. Involvement of government should be limited not just in standardization and accreditation procedures but also through proactive “support to inspection and certification and market-oriented services to provide equal opportunities. There is an urgent need for giving strategic attention to organic farming efforts. This requires inter-ministerial coordination among various ministries at the Centre. Towards this forming a Steering Committee consisting of various Ministries at Central Government level would be a move in the right direction.
