Plant tissue culture lab

Hello Everyone,
I am looking to set up a Plant tissue culture lab and would appreciate if you could answer my few questions and share your experience/reviews/suggestions and guide me towards right path. Right here I go ---->
1. From a small scale business perspective is it profitable or not?
2.What is the process required to set up a small scale Plant tissue Laboratory?
3.Are there any specific rules and regulations for size of land/Size of laboratory/place where Lab has been set up?
4. How to obtain contract to sell the plants?

This are few of my basic questions right now.
