Need guidance for setting up polyhouse in Moradabad, Uttar Pradesh

Hi, I want to setup polyhouse in my village to generate good income and also to create jobs for my villagers, my ancestors have been growing sugarcane and wheat but I want to setup polyhouse.
I want to know the initial stages of setting up a polyhouse and what are the crops that can be grown best in my region and what investment I need to make, also how I will get subsidy from government.
Please help !
