Its a wrong belief that dairy farms has to be in places where colds climate is there. Availability of land is one issue in Gudalur. Even if its available the price will be too high. You can try in mettupalayam --> coimbatore route. I dont know whether you belong to Gudalur or outside. 2 acres will be enough for 16-20 cows,fodder cultivation plus related activities, housing in another 15 cents of land having a back to back arrangement-10 on one side- mirror image on the other side.
