Land allotted to farmers by Govt or Britishers

First of all, where is the location of the land? There are Revenue Rules governing agriculture land. If the land is allotted under head "Ceiling" then, that must be Class II land which means you cannot mortgage it and you cannot sale it outright. If the land in question is Class I then you can sale it. Class II Land can be sold only if sanctioned by Divisional commissioner. The procedure is " obtain NA from locality, meet town planning dept and gets its valuation done and then obtain sanction of Divisional Commissioner through collector. The land so sold shall remain Class II who so ever purchase and you have to deposit 50% of the sale amount in the govt treasury.
The above is the procedure followed in Maharashtra for land allotted under Head Ceiling. Please be careful while dealing with Govt officials and acquire revenue rules booklet and ascertain class of land recorded in the records of Patwari.
