Is electricity free for Dairy farm?

Hi,
Can any one let me know that is ELECTRICITY free for Dairyfarms in AndraPradesh?

If we want use the electricity for Dairy including water pumping to land to grow grass, clening sheds and regular power ise for lanour and buffalos etc.,
