2.Apart from land what are other expenses & how much they would be?

ans Land requirement depends upon the required storage capacity.

2.Apart from land what are other expenses & how much they would be?

ans : Apart from the land either civil construction or pre-engineered building and sandwich panels for the cold room and refrigeration system is required .the cost depends on the size of the cold storage which inturn depends on the required capacity.

3.What kind of subsidies can I get from Indian/State govt.
ans : Subsidies are available depending on the type of storage

4.How much return can be expected from this business annually?

ans : First you need to decide on the product to be stored and the demand and supply ratio.
