Guidance requested for buying NA land

I would like to get some expert advice on what to take care of before buying a NA land in Roha Maharashtra.

1) The land is demarcated and a road is being provided upto the cluster of land. Do I insist on getting it fenced too?

2) What papers and other aspects related to genuinity of deal should I lay my hands on before taking the plunge?

3) What's more valuable: an agri land or an NA land? And, what's a collector NA plot?

Any more info that i should gather?

If you buy a agriculture land, you need to fence it. YOu can contact a legal advisor for the other details on what are the papers necessary to buy a land.

to buy Agricultural Land, first u should be farmer. NA land can be bought by anyone, i.e. the reason developer converts Agri land to NA land, This is the good investment, u need to check the price with nearby developer and finalise. I know one person who is developing NA plots at Murbad. 75 kms from Mumbai, 11 kms from Murbad Bus stand, public transportation is available. River touch NA plots.
