Mr S S Reddy,

The investigator gives target and proof of water there underground.

He can not stand in the shoes of a driller, who has a role in accurate drilling.
Added to this is the natural obstacles in drilling process like skidding of drill bit,
lateral rock density variants, pre-diversion of stream etc.

These are few reasons, why your question needs to be refined practically.
