What is the difference between the two? What is the purpose of each?

If you are talking about fertilizers, then its 17 all and 19 all which means
17:17:17 or 19:19:19. This is the ratio of N(Nitrogen), P(Phosporus) and K (Potassium) in the fertilizer.
100 kgs of 17 all will contain 17 kgs of N, 17 kgs of P and 17 kgs of K and same goes for 19 all.
