No, our system of education should be practical-oriented and not theory oriented one. Our universities should give lot of attention to research and not simply focus on academic/teaching.

No. First of all see our society. Although more than 70% people are in agricultural sector, but we give less priority to agricultures. See the general students mentality, 1st preference will be Engg/Medical/MBA/CA 2nd is commerce/language/social science and only last preference is Agriculture. In the same rank also Govt. gives priority to various instructions, last to agriculture.
When I did Engineering there are only four Govt. Engg Colleges and one Private Engg colleges and total five Engg Colleges were in Odisha state. Now it will be more than 200 Engg Colleges in Odisha only. Similarly for MBA Institutions, but for the last twenty years how many agriculture universities in India we have added. I think the number will be counted on fingers.
