manual or attachment rice planter will be ok for gujarat black soil. is there any distributor in Surat?

i am about to start emu farm in gujarat vadodara, i have about 21 acre land, but the problem is that in heavy rain, there is about 6-10 inch of water accumulate in my land, so would it hinder in emu cultivation, or any sollution thanks..
