From my experience,It is 100% true about Kerala. If any body would like to confirm this , please stay in the state border roads and watch the vechiles (Transporting of cows and buffallows ) which are enteriing in to Kerala one of the communist ruled state. And these were only for slaughter and the way they transport by vechile is toooooo pity to see it.
