You can do planting of Sandalwood (Santalum album) in 200 acres (Max density 1200 plants in an acre) with a maximum total cost of around Rs. 75 lakhs-1 Crore including companion plants because Sandalwood is a root parasite and it needs certain tree species around for proper growth, and there is not much use of putting fertilisers into the land as it will not help the growth of Sandalwood. What is needed is converting the entire area into a forest-like condition which assures fast growth and that means planting of diverse varieties of forest trees and companion trees best suitable for Sandalwood. And you can get around Rs. 20,000/acre as subsidy i.e, around Rs. 40 Lakhs. Then, what is the need of Rs. 6 Crore for this project?

You're right Greenlandfns .. But this is only Pilot Project, we are actually working 800-Acre Extension Agro-Forestry & Research project, involving Hybrid Goats Farm on part of the land , besides a Mixed Horticulture crop of KIWI fruit Plantation & other suitable vegetation to boost soil fertility. Your valuable inputs are most welcome though..
