Which state a Non-Agriculturist can by agricultural land

Can some one let me know which states allow a Non-Agriculturist buy agricultural land. I heard one of the state in India is Tamil Nadu.

Does Hyderabad allow this?

Except Maharashtra and Karnataka you can buy agri land.
