Want to setup a mushroom production unit.

Hi,
I want to set up a mushroom production unit.Which will employ several labours to produce the mushroom.
So i wanted to know what will be procedure?Is there any government rule ?
How can i register my production unit in government and where to register it?

Actually i wanted to make it like a NGO.The money earned by this business will be used for social cause.

dear sir, first contact district manager, industries, located at your district head quarter. And go through the National Horticulture Board (on the net) where you get project reports and subsidy.
