Want dry land (rain fed) trees work in Tamil Nadu and what to intercrop them with

The water table in many areas of india is decreasing remarkably. we have a project in tamil nadu where we are working with farmers who are getting decreasing yields because of low water availability. we want to help them plant dry land trees, do some earthworks that accumulate water, and then interplant with medicinal herbs and vegetables that require little water. we are doing this with natural farming methods (organically). in this way we hope that farmers will be able to have food and income from their land while at the same time helping to reestablish the rain cycle. where this has been practiced people have seen rain on their farms, where the next door farms have no rain.

can anyone tell me what dry land trees grow well here in theni district, what medicinal herbs grow well. we will be looking for people who can market the organic herbs and fruits.
