Use of husk/stock/stem of mustard plants

i belong to haryana and in my area there is huge production of mustard. but the husk/stock/stem hardly gives any return. what could be the best uses of this.
My district in haryana is Bhiwani where there is scarcity of water.Crops which need less water can only be cultivated. Only one crop we take in a year i.e. mustard.. can any one guide me keeping in view the area/ climate in mind. Thanks.
