Question Suggestion on best plantation to plant in urban area of Jaipur

I'm planning to plant trees in urban area of Jaipur. I want to know the best approach to follow so that I could maximise the results. I have some questions and require advices.
1. Which trees should we plant ( low water requirements)?
2. Which trees remain green through out the year?
3. What are the things, I should keep in mind while doing plantation?
4. In cities, which areas are preferable to plant?
5. Should I make seed balls or plant saplings?

Please inform as to whether it is agricultural land or vacant site.

For rainfed conditions Eucalyptus and Casurina plants can withstand the drought situation.
