Shetkari Dakhla / Farmer Certificate ?

My query is how a person can get Farmer Certificate
if
1) already owns a farm land
2) not doing farming for long
3) want to pursue farming
4) want to buy more land to do that

This is to be done in Maharashtra. Kindly guide accordingly.
