Hi
Alfalfa is a perenial grass grown for fodder for cows. If your intention is just nitrogen fixing then dont go for that.
Other than the options that you have mentioned, I can give you some more cheaper suggestions.
1. Sunhemp - Grow for 30 days and then use rotovator to make green manure. By far the best way to enrich your soil.
2. Beans or other legumes like cowpea, grams etc. - Nitrogen fixing is done and in addition you get grains / seeds as product.
