The Indian Tea Industry is facing several problems both technical and human today. Tea gardens are being attacked by various pests and diseases. The costs of various chemical pesticides and sprays to control these outbreaks is very high. Moreover, the Gorkhaland agitation in Darjeeling has affected all gardens. Labour unions make it difficult for the tea garden owners or management to proceed smoothly. There is a shortage of labour and often it is hard to find tea pluckers to pluck the tea from the bushes.

In the international market European buyers are preferring to buy cheaper teas from Kenya or Indonesia. This is a hard thing to accept because we have always been proud of our Darjeeling tea. But the fact is that the cost of production of Darjeeling tea is very high today. Teas in Kenya and Indonesia or even in Vietnam are being produced more cheaply than in India. Therefore, Darjeeling gardens often do not get the price that they are looking for in the international market. They get just enough to break even. The "handsome profits" to be made from the sale of Darjeeling tea is a thing of the past. Oh, a handful of Darjeeling tea gardens may get a better price but then they have spent 40--50 years to reach that stage-- it cannot be reached overnight or in a year's time.

Under such circumstances it is best that this gentleman purchase Darjeeling, Assam or other types of tea directly from the auction sales or from a reliable vendor and export the tea to Europe/Dubai. Managing a garden directly can prove to be a nightmarish experience for him. My own observation is that only those gardens whose owners reside on the property like in Makaibari or are managed by dedicated managers such as the Lohia group of gardens are successful in the long run. Others are just making ends meet. If one is a city person then he will get bored to death living on a tea garden. The scenario was different during the British period where there was a hectic social life in the tea gardens and certain standards of social behavior were maintained.

Darjeeling experiences very heavy rain at times and hailstorms as well. Everything depends on the rains and since the past decade the rainfall in these hills has been declining steadily, which means that the tea crop has also been declining steadily. Not much can be done about the rains really!

You can see for yourself why owning or even managing a tea garden in India these days is a sure recipe for disaster!

For exporting tea he will have to get two licenses in India as follows:

i) First you will have to get an Import Export Code Number from the Directorate General of Foreign Trade --DGFT. Pl. see their website: dgft.gov.in
ii) After receiving this number from DGFT you will have to apply for a tea export license to the Tea Board of India in Kolkata. Plz see their website: Tea Board
iii) After receiving this license from the Tea Board he can export tea.
iv) Initially the Tea Board will issue a temporary license for three years. After three years, if the performance of the company has been good, it will be converted to a permanent license.

Dubai has emerged as a major re-exporter of tea in the past decade. But they want cheap black tea from India and Sri Lanka. They get green tea from China and Vietnam.

You could decide for yourself whether it is worth your time and money to enter the tea export business in India.
