basicaly both are same, i.e "let nature do its work,nature know what is best,human interfearence should be minimum".
I'll try to differtiate between Fukuoka and Palekar ji.
Palekar ji has given and recomend some methods to produce products which can be used to enhence soil productivity and protect plants.like 'jeevamrit','agniastra' etc..where as Fukuoka emphesis on 'do nothing' no inputs(except seeds).
apart from this i don't see any prominent difference in there techniques as you see both are giving emphasis on power of nature.
