Hare Krishna, Its good to hear that you wanted to start Tulasi garden. They require utmost care in the beginning. In case its a open garden than adequate water should be there in the soil for cooling the plants. Its great if you can find shade for the plants either building / big trees shade.
One more important point - Tulasi is not just a tree but also a great devotee of Lord Vishnu. In case you want her to grow well in you garden - you can pray to her that you will use her in the service of Lord Vishnu.
You can make a walk way around the Tulasi plants so that you can do pradakshan / parikrama.
