Help needed to chase rats and squirrels from the vegetable garden

Hello
I need advice - How to get rid of rats and squirrels from the terrace vegetable garden, without killing then –I'm looking natural way
What all I did: I brought 3 ultra sound rat reppellent machines and placed in corners - worked for some time, Then tried chilli garlic and turpentine mix applied on the sides of the pots again it washes off in a weeks time
Now all the spinach, chilli, beans, tomato, long beans plamts, only steam is left - please advice

You can have thin fence posts around our garden with plastic grocery bags attached (breeze blows them about), coyote urine holders, two fake owls and four (one at each corner) plants called Angel Trumpets. blood meal, or a tablespoon of redhot(hot sauce) per gallon of water and sprinkle over leaves also works. Black pepper lightly sprinkled around will burn their tongues and they will not want any more. Chicken wire will help. It would need to be a foot in the ground because animals will dig under the fence.
