Guide to start dairy farming in Maharashtra.

Hi there

I want to start my own dairy farm with 5 cows at minimum. I don;t have much money to start with.
and i also i don't have any land so, I was looking for suggestion and information about this business please help me to start..and is it possible to take land on lease or rent to start this business.
and is the government give us 100% loan to start dairy farm.?
