Getting 3A1 electricity connection/free electricity connection in TamilNadu

Dear All,

Greetings!!

Would like to get pointers/help from u, to understand the process/procedure to get
1. 3A1 current connection
2. Free electricity connection

I have been working with AE/AD of one specific location, but not getting much help. I submitted my application form 6 months back, with no luck on getting either one of the above said connections.
