Land Required Cheapest land available in India for people from different state

Dear All, Please help me to find the cheapest land (Budget is 25000/acre) to buy in any state for outsiders (people from a different state) to make NGO for Animals. Need around 10 - 20 acres. Please help me or guide me. As I have seen many properties available in many states on same budget but only people from that state can buy them. I really need your guidance on the subject. Thank you
