garden soil

Hi, I am looking at ways to make my garden/ open space in Goa green ? As of now it is quite heavy with laterite - stone and rubble and I have been told that I would need 3 truckloads of garden soil to plant and grow ! Is it true ? Is there any other way to go about ? Any and every advice...
