How I can improve Malaysian sagwan tree width and height

Any body know that how I can improve Malaysian sagwan tree width and hight.I have 600 plant in katihar Bihar India . It is 18 month old and hight is approximately 7 feet each. What dose of fertilizers and pesticides and herbicides we given the plants
