Default Amla cultivation

I planted two acres of Amla in Dist Karnal in a good paddy/wheat yielding two acres about six years back. We plant clover in between during the winter months. Most of the plants have not born any fruit so far and the two or three that do have hardly any fruit. I need someone to guide me through what is wrong and what can one do to improve matters

Default Fruit bearing in amla

Though I am not expert in amla cultivation, looking to the conditions described, excess of N supply seems to be the probable reason. In good fertile land the trees are getting good supply of N through clover.Best way can be to stop clover cropping and put some under story crop to minimise N and other nutrients quickly.
