Laying of pipeline to Dry Land Area

We have two properties 10km apart. We would like to know about procedures and permissions for laying pipeline from one property (with ground - water ) to another property (no ground water availability). Any help will be appreciated.

A permit to construct works must be obtained from the environmental dept.or water dept.before starting construction of water pipelines.
Every water pipeline must also have a valid permit to operate. For construction of extensions and alterations to existing water pipelines, an Application for Permit to Construct, Extend or Alter Existing Works must be submitted. For new water pipelines that are not an extension or alteration of existing works, an Application For a Permit to Construct and/or Operate a Waterworks must be submitted which also contains application for an operating permit.
