Farming for non-agri background persons.

Dear All,
I have recently come to know that if a person from non-agriculture background wants to take up farming then some type of official document stating that the person belongs to family of farmers(or that he/she owns some agro land) is required without which that particular person cant take up farming.. is this true? And if so then how can a person from non-agro background start up a farm of his own?
 

Most propobly , you are getting a wrong information. it's not true. you can carry on your agricultural activities as your own
 

Might be true for some cases

In some states like Karnataka, Maharastra a person with out farming background cannot buy agricultural land.

Also I think it would matter if you apply for a national subsidy or agri specific bank loans. Not sure though.
