I am a govt of India servant, i want to do farming, very much interested in this field. can i buy farm land near Mandya/mysore or near Bangalore in my wife name , she is house wife (no income). Please guide me.

Of course you can.
But what is worrying you is not clear. Only agricultural land have some restrictions, that can be bought only by agriculturists.
