The Argentine agricultural industry is characterised by strong production and large-scale mechanisation and enjoys a position as one of the world's foremost agricultural exporters, with the industry contributing over US$16bn to GDP. The country's per capita meat consumption is the highest in the world, while its competitiveness in beef production means that the industry plays a major role in political and economic decisions. In our Argentina Agribusiness Report Q109, we look at how the local agricultural sectors have responded to various internal and external supply and demand issues. For instance, high tariffs and bans on beef and grains exports have unleashed the wrath of the country's farmers, prompting fears of domestic supply disruptions and further unrest in these sensitive times. In light of such potentially destabilising aspects, we foresee the industry performing healthily to the end of our forecast period, although hiccups along the way are expected.<br />

The year 2008 has been one in which increasing numbers of local farmers took up soybean production. Between 1994 and 2004, it is estimated that the total of land under soybean cultivation grew by 236%, which reflects global demand for biofuels as environmentally sustainable energy sources. Consequently, Argentina has become a top soybean producing and exporting nation, reaping the benefit from its vast expanses of land. It is now predicted that over 60% of Argentine farmland is now used for soybean cultivation. However, the incompatibility of soybean production with other crops has led to massive reductions in available land for grains and beef.<br />
<br />
Although beef production is forecast to grow by 8.1% over the period of our outlook, the reduction in pastures has led to a growing number of US-style feedlots, where the animals are fed with soybean meal.<br />

Brazil is rapidly emerging as a giant of world agriculture, exporting large quantities of sugar, corn coffee and meat, among other commodities. In BMI's new Brazil Agribusiness Report for Q109, we examine Brazil's path to becoming an agricultural superpower.<br />
<br />
Agriculture and associated industries are hugely important to the Brazilian economy. According to the US Department of Agriculture (USDA), agricultural production accounts for about 10% of Brazilian GDP. If this is widened to include the processing and distribution sectors, then the share of GDP jumps to 28% and the combined sectors employ 37% of the labour force.<br />
<br />
The growth of agriculture as a major export earner really started in the mid-1980s as the government liberalised the sector and removed export tariffs and quotas. In the 1990s, as the economy stabilised and hyperinflation was brought under control, the government reduced its role in directing agriculture and privatised state enterprises. This, together with government support and the depreciation of the Real, allowed production for export to take off.<br />
<br />
Brazil is now among the world's leading food exporters across a diversified range of segments, and we forecast its share of world food exports to keep on growing through our forecast period, driven by improving yields and expansion of agricultural land. Indeed, the already vast area of land used for agriculture is expanding at about 4.5% per year, one of the fastest rates in the world.<br />
<br />
Among the star performers over our forecast period to 2012 will be corn, with production growth forecast at 61%; poultry, with growth of 41%; pork and beef, with growth of 31% and 30%, respectively; and sugar, with growth of 42%. Brazil will be either the leading exporter or among the top few leading exporters for all these products.<br />
<br />
On the demand front, too, the future is bright, as the rising disposable incomes of Brazil's large population of more than 190mn allow them to spend more on food products. The spread of modern retail out from the richer southern coastal towns into the less developed North and North East will also encourage greater spending on food.<br />

Despite its vast landmass Egypt continues to be dependant on agricultural imports to meet the needs of its growing population of some 77mn. As discussed in BMI's recently published Egypt Agribusiness Report for Q109, the main reason for this is the country's severely limited agricultural lands. Currently, only 3.5% of Egypt's landmass, mainly around the Nile delta, qualifies as agricultural land. In an effort to redress the situation, the government has made land reclamation projects a priority, despite the criticism these frequently draw. The government places great emphasis on the agricultural sector as it understands its significance to the national economy, with this sector accounting for nearly 20% of both GDP and exports and with it employing nearly 30% of the working population.<br />
<br />
As urban sprawl further encroached upon the land available for agricultural use, the government has placed an even greater emphasis on such reclamation projects. According to official statistics, reclamation desert areas increased from 2.43m hectares (ha) in the 1980s to 3.44mn ha by the end of 2004, representing an average increase of 37,000 ha a year. This reclaimed land is highly productive and well suited to agriculture. The ministry has now set a target of reclaiming 1.34mn ha between 1997-2017.<br />
<br />
However, the plan is highly controversial due to the level of water usage involved. Egypt is already classified as below the water poverty line, which is 1,000m3 per person per year, with the average Egyptian having access to only 950m3 of fresh water per year, a figure that is expected to decline by 650m3 a year by 2017.<br />

In BMI's India Agribusiness Report for Q3 2009 we introduce the new Soybean Outlook. Production of soybean has grown rapidly over the past two decades, expanding from less than 2mn tonnes at the end of the 1980s to more than 10mn in 2008. This has been driven by both rising demand for soybean oil for food use and meal for animal feed. India is now able to annually export a significant quantity of soybean meal, but is reliant on imports for more than a third of annual soybean oil consumption. While we expect soybean production to fall this year owing to poor weather conditions, over our forecast period to 2013 we see production continuing to grow rapidly. This will be driven by strong growth in the domestic livestock sector and the livestock sectors in other countries in the region, notably China.<br />
<br />
The run up to May's general election - won by the Congress Party led by Rahul Ghandi - loomed over agricultural policy through the final quarter of 2008 and the first quarter of this year. The national and state governments were unwilling to put forward any policies that could see them lose favour with the rural masses. This has seen generous market support prices put in place when market prices were high last year.<br />
<br />
Market prices have since fallen fast and are now below the support prices for wheat, rice, corn and cotton among other commodities. Government procurement of crops has also been moving swiftly, as policy makers are keen to buy enough produce at the support prices to keep farmers happy. This has led to severely increased grain stocks. After wheat procurement got underway in April and May, stocks can be expected to only get higher and there are concerns about where the Food Corporation of India will be able to store its burgeoning reserves.<br />

The year just past will be remembered as a proud year for Indonesian agriculture. In 2008, the country achieved self-sufficiency in the production of rice and corn. These were long-held goals for Indonesia's leaders and were given extra significance by the turbulence in the world markets for agricultural products over 2008.<br />
<br />
Becoming a net exporter of rice, the staple food, is a particularly significant accomplishment that has been achieved only once before in the country's recent history. The heady forecasts of up to 2mn tonnes of rice exports in 2009 have now come down to a more realistic 100,000 tonnes, but another large harvest this year could see that figure increase in 2010.<br />
<br />
While the government was glad to crow about the achievement, especially so close to an election, many small farmers found 2008 to be a less happy year. Rice production in Indonesia is still dominated by small-scale farms on tiny plots of land. More than half of Indonesia's farmers own less than 0.5 hectares (ha) of land. Much of the extra revenue from high prices and large crops was eaten up by increased input costs leaving farmers little better off. Farmers are supposed to have access to subsidised fertiliser from the government. However, the task of getting the reduced-price product to its intended recipient across the vast Indonesian archipelago is often too much. Indonesia's slow-moving and oft corrupt bureaucracy means that some of the fertiliser is never sent out and some disappears along the way. In 2009, things look to be little improved as by the beginning of March only just over half of Indonesia's rice-growing districts had submitted their requests for subsidised fertiliser according to reports in the local press.<br />

We expect moderate growth to 2012 across most of the sectors we forecast. Poultry and pork production will grow by 9.3% and 7.3%, respectively, although beef production will fall by 2.73%. With the final phasing out of tariffs and quotas on agricultural trade between Mexico and the US in January 2008, the Mexican agriculture industry will be open to competition from her giant northern neighbour. In BMI's new Mexico Agribusiness Report for Q1 2009, we examine how prepared the country is to deal with this challenge.<br />

Restrictions on trade first started to be lifted back in 1994 and since then food imports have soared. However, the increased imports have not necessarily come at the expense of Mexican domestic production, which has also seen strong growth across a number of sectors. The real driver of the rise in imports has been the growth in Mexican demand for food products as per capita incomes have risen over the last decade or more.<br />
<br />
Despite this, within a month of the final quotas being lifted on January 1 2008, farmers took to the streets of Mexico City, burning a tractor and corralling dairy cows outside the stock exchange to show their displeasure at the North American Free Trade Agreement (NAFTA). Many Mexican farmers are worried that they will be unable to compete with US goods as farms north of the border tend to be far more efficient and so can produce more cheaply. Since its inception, NAFTA has been an easy scapegoat for many of the failings in Mexican agriculture.<br />

We believe that the government's recent attempts to stimulate agricultural production through a mix of public-private partnerships have brought a reasonable degree of initial success, contributing to positive growth forecasts in all categories covered in BMI's latest Nigeria Agribusiness Report; barring beef, we forecast double-digit supply and demand growth across the board.<br />
<br />
The Nigerian Federal Government's efforts to revitalise the high potential of the domestic agricultural industry seems to be reaping positive developments. A recent World Bank funded US$150mn assistance package is stirring official sentiment that substantial levels of private-led investment can be attracted to the industry, thus helping the major food-importing country become both self-sufficient and an exporter of dietary staples.<br />
<br />
The Commercial Agricultural Development Project (CADP) will be piloted in five states across the country enabling farmers to receive support in the production of staples such as corn and rice, in order to help alleviate the food crisis. It is also hoped that the domestic supply chain in goods like palm oil, cocoa, poultry and aquaculture can be developed with around US$50mn of the fund, which would stimulate local employment opportunities, as well as reduce the amount of food purchased from overseas.<br />
<br />
The first part of the project will entail bolstering agricultural production systems to stimulate staple crop production. Following this, support to value-added goods will be implemented, before the final two stages aimed at facilitating market access and building infrastructure. The government also plans to launch a marketing initiative, promoting the industry to graduates as a profitable alternative to city-based employment in the industrial and services sectors. As such we see strong potential for solid output growth in grains production which should, in turn, feed through into the livestock outlook.<br />
<br />
Indeed, poultry production is one of the areas where we are particularly optimistic for 2009; the government recently invested 15% capital in a public private partnership (PPP) venture with African Chicken Farm, a renowned Syrian agribusiness specialist, to substantially expand poultry production in the northern state of Kwara. The project will cover 700 hectares and around US$400mn will be used to build what will be the largest chicken farm in Africa. The initiative should get underway by the end of 2009 with the aim of producing 3mn poultry per year at full capacity.<br />

Executive Summary<br />
<br />
Despite having 7% of the world's arable land while accounting for only just over 2% of the world's population, Russia is a net food importer. In BMI 's new Russia Agribusiness Report for Q309, we examine why this is the case and what challenges Russian agriculture will face as the country attempts to reassert itself as an agricultural power. The global recession is creating particular problems and the report examines the government's role in trying to bolster and protect domestic agricultural production at this difficult time. However, we also consider the successes. Grain production has been making great strides and while the recession may lead to short-term crop reductions we forecast that by 2013 Russia will be one of the world's top wheat exporters.<br />
<br />
Though the Soviet Union was self-sufficient in food production until well into the 1980s, the danger signs of the coming collapse were clear to see. Yields were a fraction of those in the US as the majority of farming was done on woefully inefficient state and collective farms. A small amount of private household farms were permitted, and, in the 1980s, despite accounting for only 3% of agricultural land, they produced around 25% of the total agricultural output.<br />
<br />
With the fall of the Soviet Union in 1991, the system of subsidies for farmers and guaranteed prices and markets for their produce began to collapse. Thrust into vagaries of the market system, many farmers were unable to stay afloat and output dropped precipitously, turning Russia into a large net food importer.<br />
<br />
Since the end of the 1990s, however, things have begun to turn around. As unprofitable operators have been forced out of business, those that have survived have become more efficient, and large corporate farms have emerged. Russia's Federal State Statistics Service show that the percentage of agricultural output in value terms produced by larger concerns (agricultural organisations) rose from 41.2% in 2005 to 43.4% in 2007 and the percentage for household farms fell from 53.2% in 2005 to 49.6% in 2007.<br />
<br />
We expect grain production to expand rapidly thanks largely to support by the government which has been implementing plans to increase the use of higher yielding seeds, allow the greater use of fertiliser and encourage investment in machinery. An estimated RUB12bn (US$468mn) was poured into the industry between 2005 and 2007 improving crop yields and attracting the attention of foreign investment.<br />
<br />
The Moscow Times, quoting Reuters, reported in March 2009 that Russian grain processor Pava is looking for potential foreign investors to help triple the amount of farmland under its control. A company director was quoted as saying that the firm hopes for a tenfold increase in grain production by restoring fallow land in Siberia.<br />

Saudi Arabia has a negative food and drink trade balance due to its sizeable population and harsh, hot weather, which is largely unsuitable for agriculture. Only around 1% of land is suitable for farming, with irrigated lands near oases virtually the only sites of cultivation.<br />
<br />
However, despite these natural obstacles, the government has made the agriculture sector a development priority and has invested a great deal in local production through a variety of subsidy schemes. It has done so, not only as a means of diversifying the economy away from its strong reliance on the oil and gas sector, but also in order to reduce import dependency and as a means of supporting rural employment.<br />
<br />
One of the most high-profile examples of such government schemes involves the government's investment in local wheat production. Starting in the late 1970s, the government invested heavily in a local wheat program with petrodollars accrued from the first oil boom in a scheme that has cost the government an estimated SAR60-70bn (US$16-18.7bn) over the years. The government eventually decided to pull the plug on this project not due to the financial cost, but its use of scarce water resources.<br />
